Restumping in Longwarry, Bunyip and Garfield

Three railway towns at the western end of the district, with the Baw Baw and Cardinia shire boundary running between the first and the other two. The state rules are the same; the council rules change at the boundary.

Where the boundary is

Longwarry is near the western edge of Baw Baw Shire. Bunyip and Garfield, the next two stops along the Gippsland line toward Melbourne, are in Cardinia Shire. V/Line trains through these towns run every 40 minutes every day. All three are railway-era towns that grew along the line, with older weatherboards and a scatter of newer housing, and much of the older stock sits on stumps.

For a restump, the boundary matters once, at the council layer. Everything that comes from the state is identical in all three: the Building Act, the Building and Plumbing Commission's registration rule, the building permit from a private surveyor, the contract and insurance thresholds. What changes is which council issues the asset protection permit and what it costs.

The housing and the ground

Railway cottages and post-war weatherboards in the towns, farmhouses on the flats and the hills either side. Longwarry sits on low ground west of Drouin; Bunyip and Garfield sit on the highway and railway between flats and hills. This site does not have verified flood history for the Tarago and Bunyip rivers at these towns, so it makes no claim about them; the Cardinia Planning Scheme and council's property information are the places to check for a particular address. What can be said is the same as the rest of West Gippsland: a metre of rain a year, subfloors that stay damp through winter, timber stumps that rot at the ground line, and a district deemed termite prone on the Baw Baw side. The work is reblocking in concrete or steel, with drainage built in.

What is different about a Cardinia job

  • The asset protection permit comes from Cardinia under its own local law, at its own fee, and the quote should say who lodges it.
  • The overlays are in the Cardinia Planning Scheme rather than Baw Baw's, so a heritage, flood or bushfire question goes to Cardinia's planning department and VicPlan shows Cardinia's layers.
  • The termite designation on the property information certificate comes from Cardinia, and this site has only verified Baw Baw's whole-of-shire designation. Concrete or steel stumps with ant caps are the sensible default either side.
  • Everything else is the same, because it is state law: the permit, the surveyor, the registration, the contract, the insurance.
The shire boundary changes the form, the fee and the phone number. It does not change the Building Act or the water.

A Longwarry job

Baw Baw Shire's rules, exactly as on the permits page: a private surveyor's building permit, a registered builder, the council asset protection permit at $305.40, report and consent if the land is flood-prone, and a planning check only if an overlay applies. Longwarry is not among the heritage precincts listed in the shire's exemptions plan.

What this page cannot tell you

Whether a particular Bunyip or Garfield block is flood-prone or in an overlay; that is the Cardinia Planning Scheme and council. Whether Cardinia has designated its towns termite prone; that is Cardinia's property information certificate. And whether the stumps under a house in any of the three have rotted, which no page can tell you and an hour under the floor can.

Questions

Common questions

Is Bunyip in Baw Baw Shire?

No. Bunyip and Garfield are in Cardinia Shire. Longwarry, the next town east, is in Baw Baw Shire. The state building rules are the same in all three; the council permits differ.

Do I need a different permit in Cardinia?

The building permit is the same, from a private registered building surveyor. The asset protection permit comes from Cardinia Shire under its Community Local Law 2024, listed on ABLIS at $377 for a single lot dwelling plus a $100 administration fee, rather than from Baw Baw.

Does the restumper need to be registered in Cardinia too?

Registration with the Building and Plumbing Commission is state-wide. A builder registered for restumping works in any Victorian shire. Check the number on the Commission's register.

Are the contract and insurance rules the same?

Yes. Over $10,000 a written major domestic building contract under the Domestic Building Contracts Act, and over $20,000 Home Warranty insurance taken out by the builder, from 1 July 2026. Both are state law.

Does Longwarry flood?

This site has verified flood history for Warragul, Drouin, Trafalgar and Yarragon from VICSES, but not for Longwarry or the Bunyip and Tarago rivers. Baw Baw Shire's property information certificate states whether a Longwarry block is flood prone; for Bunyip and Garfield, Cardinia's does.

Is the ground the same as Warragul?

Similar conditions: high rainfall, damp subfloors and timber stumps that rot at the ground line. This site has not found a published site classification for any of them, so a geotechnical test sets a block's class.

Which stumps suit these towns?

Precast concrete as the default, galvanised steel on a pad where the floor is likely to need relevelling again or the clearance is low. Not timber, in a district this wet.

Who do I ask about overlays in Bunyip?

Cardinia Shire Council's planning department, and VicPlan with the Cardinia Planning Scheme layers. For Longwarry it is Baw Baw Shire on 03 5624 2411.
